Security follow-ups spotted failure in the MB bids to mobilize people. There were limited MB gatherings in some provinces, said the minister.
It was easy for the police to disperse these protests that some them attracted supporters from Cairo's neighboring governorates, he noted.
MB members tried to lure policemen to side streets to cause the largest number of casualties, said Ibrahim.
"There were clear-cut directives to deal with extreme caution and protect citizens from these plots," he said.
MB members fired bullets and cartridge, leaving people dead and injured, said the minister.
A conscript was killed, four police officers, two non-commissioned officers and one conscript were injured in the violence, he said.
