Catalonia's government denounced Thursday a "covert state of siege" imposed by the central government in Madrid, after a prosecutor said the region's leaders would face charges over a planned independence referendum.

"This does nothing to alter the government's project," said spokesman Jordi Turull. "Faced with this covert state of siege, we now feel obliged to defend our most fundamental rights."
