The observatory of takfiri fatwas says that Al Qaeda has been acting to reunite its elements in Libya, Syria, Yemen, Somalia, Pakistan and Afghanistan while the international coalition was busy countering the Daesh threat.
Al Qaeda is presenting itself as the "moderate alternative" to Daesh, an approach that is likely to continue through 2017, the observatory said in a statement Monday.
This approach should be faced, it stressed.
The group is working on a strategy that focuses on strengthening and arming local branches and partners instead of carrying out big attacks abroad, according to the observatory.
Al Qaeda no longer engages in direct attacks that can lure the West to launch a direct war, it noted.
