The fatwa monitoring observatory at Dar al Iftaa warned against the terrorist group Daesh's strategy named "lone wolves" to hit countries deep and hard without having an actual presence in the struck country.
A lone-wolf terrorist is someone who prepares and commits violent acts alone, outside of any command structure and without material assistance from any group. However, they may be influenced or motivated by the ideology and beliefs of an external group and may act in support of such a group.
Lone-wolf terrorists are the biggest challenge facing security bodies as they go solo and use simple tools during attacks that could be their personal car, weapon or a knife before fleeing and getting out of sight, the observatory said in a report.
A lone wolf, of Afghan origin, was behind a recent attack in Germany, where he attacked passengers on a train with a knife and an axe, critically injuring four, it said.
Another lone wolf drove a truck in Nice, France, fatally running over 84 persons and injuring 100 more, it added.
