Minister of Post and Information and Communications Technologies (ICT), Zohra Derdouri said Tuesday in Algiers the bill on electronic signature and certification facilitates citizens’ daily-life and socio-economic players.
The minister, who presented the bill before the MPs of the National People’s Assembly (Lower House) stressed that this bill favours all kinds of remote transaction.
She added the bill defines the used terms and presents the general principles governing the activity of Electronic signature and certification.
Moreover, the bill is devoted to the electronic signature that ensures data security and identity of the parties, she affirmed, adding that this chapter defined the criteria for compliance of the electronic signature with the written one. The third chapter on electronic certification covers the conditions associated with this transaction.
In its fourth chapter, the bill provides for financial, administrative, even criminal penalties for failure to this new legislation.
As for the transitional provisions, Derdouri stressed the bill includes the aspects pertaining to management of entities working in this field for their gradual integration into the electronic signature and certification system.
This legal framework, which will allow several sectors including e-administration, e-commerce and e-banking to join the e-governance for better management of institutions and therefore to facilitate the daily-life of citizens and socio-economic players, she stressed.
The electronic signature "must be listed, tamper-proof and non-reusable," Derdouri said.
